The Vice President for Financial Services reports directly to the President and will plan, organize, and provide leadership and vision in college programs and activities related to financial services and management including fiscal control and planning, budget accounting, purchasing, contracts, and bookstore.
Position will ensure that assigned functions fulfill college goals and objectives, supervise assigned staff and act as the college's risk manager and provide highly complex and responsible assistance to the President and Board of Trustees.

Essential Duties Provide direct leadership to areas including the business office, purchasing, contract management, and the bookstore.
Provide overall supervision, management, and evaluation of the area, monitoring operations and results, while ensuring that the organizational structure of the area is adequate to meet the needs of the College.
Actively participate as a member of the President's leadership team and assess the immediate and long term financial and operational implication of initiatives and make recommendations regarding how to achieve institutional goals and priorities in the most efficient and effective manner, including revenue generating and cost savings strategies.
Provide regular updates to the President and executive team on the College's key financial indicators including budget overages, unanticipated costs and revenue, fund management, and areas of potential noncompliance.
Serve as the chief financial officer directing the college's annual budget preparation, ensuring the fiscal integrity of the college as well as shaping the division's strategic vision, outlining directions and developing a College-wide structure for the execution.
Manage cash flow for college and a funding portfolio that includes federal, state, and local and special funds; ensure compliance with all federal, state, and local financial regulatory agencies.
Promote literacy on budget-related processes; explain allocation methodology, and collaborate with all departments to assist in decision making.
Evaluate and creatively address needs while remaining compliant with regulations.
Review, evaluate and recommend improvements to the College's accounting and financial internal control systems and procedures, coordinating accounting and financial internal control systems and procedures, coordinating annual audit procedures and preparing quarterly and annual audit reports.
Act as the college's risk manager and, with approval of the President and Board of Trustees, purchase Property and Casualty insurance policies to protect against loss of college property and guard against liability risks.
Act as chief financial advisor to the President, President's Council, Finance Committee of the Board, and Board of Trustees; review and advise on contractual matters and funding streams.
Provide financial advice and assistance to the President and Board of Trustees as requested; prepare and present financial statements, reports, presentations, and necessary correspondence.
Works closely with other members of the college to maintain the accreditation standards with the Southern Association of Colleges & Schools Commission on Colleges (SACSCOC) and other program accrediting bodies.
Participate in public relations with community groups, employers, and community leaders.
Other duties as assigned by the President.

Minimum Requirements Required educational background:
Master's degree in Accounting, Business Administration, Management or related discipline from an accredited institution.
Required kind and number years of work
Experience:
Seven years' experience managing budgets preferably in a higher education setting, with supervisory experience.
Required knowledge, skills and abilities:
Knowledge and understanding of the North Carolina Community College System.
Demonstrated ability to provide leadership, teamwork and customer focus.
Demonstrated ability to respond to inquiries or complaints from internal or external customers, regulatory agencies, or members of the college community.
Ability to collaborate with various constituencies to help meet division and college-wide goals.
Possess highly developed analytical skills, writing, accounting and presentations skills, and the ability to communicate with business partners.
Demonstrated ability to cultivate and maintain strategic alliances with governmental entities, businesses, and the community.
Understanding of local college policies and procedures, and other State and Federal rules, regulations, and laws pertaining to the efficient and ethical operation of the assigned area of responsibility.
Preferred Requirements CPA or Doctoral Degree in a related field.
